Seeking peripheral power source?

The Question is:

 
Is there a way to connect a device to a serial port ( tta ) on an alpha and to
 supply the power to the device using the serial cord ( TxD, RTS, DTR ).
 
The goal is to use a device which can provide an time ascii string to a DTSS
 server.

The Answer is :

 
  The serial communications line connections of the unspecified Alpha
  system are not intended nor particularly designed to act as a a power
  source for an unspecified external serial line device.
 
  Use of a dedicated power supply appropriate for the unspecified external
  serial line device is recommended, either drawing power via a module in
  a bus slot (drawing appropriate amounts of power from the PCI or other
  peripheral bus) or drawing power via an appropriate external power supply.
  An alternative to this approach could entail simply installing a time
  source module into the PCI or other bus, though this may entail the need
  to create of a device driver for the widget.
