zip and bilf?

The Question is:

 
VMS is drive me crazy,  how can I uncompress one single file without receive
 error message to convert the file using " bilf".
Where can I find this command?
How can I use it?
Zip works with VMS?
Is there any way to uncompress the file in other OS then bring to VMS?
 
It's so many question just for a simple task.
