Third-party software tuning? (Sybase)

The Question is:

 
What would be the recommended user VMS login settings for a user accessing a
 Sybase SQL server database? I have recently took on support of a box suffering
 from horrible response and in reviewing the user setup the params were huge!!
 I think all my resour
ces are being consumed by logins. Any ideas??

  management.  (Without far more detail on the current configuration,
  a more specific answer is not feasible.)
