SDA I/O channel Dpnd Busy status?

The Question is:

 
We have the following problem with a process, basically we want to know what
 DPND BUSY means from this extract:
 
The process seems to be busy on a disk and we beleive the problem is a
VMS/HARDWARE problem thaat causes this - here is info from ANALYZE/SYSTEM

The Answer is :

 
  The I/O channel has a deaccess pending, and is currently busy.
 
  The OpenVMS Wizard would first confirm that the current version and
  ECO of Oracle Rdb is installed, as well as the current version and
  ECOs for OpenVMS.
