PATHWORKS NetBEUI I/O Performance?

The Question is:

 
I'm having some issues with performance on a small network.
 
This is the setup:
OpenVMS Alpha 7.1 running on an AlphaServer 1000A w/384 MB RAM
Pathworks 6.0B using NetBeui protocol only. Running as (only) Domain
Controller
20-30 NT4.0 workstation clients accessing CAD drawing files being served by
this system.
 
- The only other applications running on the server are VANGO and Diskeeper
 
- I have the Server Data Cache set to it's maximum (according to the manual)
of 131,072 KB
 
- All other values - basic and advanced - are set to their defaults.
 
- Testing transfer speeds, it's about 5 times faster to transfer NT to NT
than VMS to NT and vice versa.

  The OpenVMS Wizard would encourage direct contact with the Compaq
  Customer Support Center, as details of the current system hardware
  configuration, system parameters, network configuration, error
