Recovering from system disk full?

The Question is:

I am attempting to resurect a ancient MicroVAX II, running VMS 5.2 (Not
OpenVMS), and have discovered that I have insuficient disk space to get up to
the point where I can log in as system manager.
There are plenty of files that can be deleted. Is there some document or FAQ
that would explain the procedure for deleteing some of these files when I
can't get to the normal VMS login?

The Answer is :

While there are plenty of files, deleting a file that should
not be deleted could easily and obviously render your system
  unbootable.

OpenVMS will permit you to log in from the console serial line,
even if there is no available storage on the system disk.

Details on tailoring files off OpenVMS VAX -- the mechanism used
to remove unnecessary files from the operating system -- have not
particularly changed since OpenVMS VAX was called MicroVMS or
VAX/VMS, please see the OpenVMS installation documentation that
  is available at the website.

As for cleaning up unneeded files, that is covered in the OpenVMS
  system management documentation chapter on

Various disks were available, the OpenVMS Wizard will assume this
is an RD53 or an RD54.

The OpenVMS Wizard would reinstall OpenVMS VAX V7.2 (see the FAQ
for details on the hobbyist program) on this system and clobber
the existing contents, though an RD54 might well be rather tight
without resorting to the tailoring mentioned earlier.
