What freeware tcpip handler (if any) is available for download and where can I
 get it?
 

The Answer is :

 
  Most OpenVMS Alpha systems were sold with a NAS license, and this
  permits use of TCP/IP Services.
 
  The NAS license PAK is NET-APP-SUP*.
 
  If this is a hobbyist system, please see the hobbyist information
  included in the OpenVMS FAQ.  If this is a system at an educational
  site, also please see the OpenVMS FAQ.
