The Question is:

 
Our six node cluster has recently started running extremely slow. What system
 performance monitoring tools/utilities are available?

The Answer is :

 
  Please see the OpenVMS Performance manual for a systematic procedure
  used to determine the particular perceived performance problem(s).
 
  MONITOR, AMDS (seperately installed), and other tools provided with
  OpenVMS are a good basis for at least the initial research efforts.
