What is MMS?

The Question is:

 
I am trying to compile David L. Jones' SSH server but I am not familiar with
 the MMS command.  The compile procedure goes,
 $ MMS all
 $ @build_ssh_server.com
There is no MMS command on this VAX system.  How can I create this utility?
 
Also, as long as I'm on the subject, when is Compaq going to create a more
 secure way to telnet/ftp to VMS systems?

  For assistance with third-party software or with Freeware, please
  contact the folks that are supporting or providing it.
 
  MMS is a component of the DECset product suite.
 
  Various other make tools are available for OpenVMS on the
  OpenVMS Freeware.  Search for *make*.
 
  And yes, there are plans for adding and enhancing network-level
  encryption capabilities.  Also please see the Compaq Secure Web
  Server (CSWS) capabilities in the area of network-level encryption.
