how do you configure mms to work if you have 100 licences available
 

The Answer is :

 
  Please read through the MMS documentation and through the OpenVMS
  Guide to Performance Management -- there is little involved in
  tuning MMS specifically, beyond the steps that are typically and
  normally involved in OpenVMS system and process tuning.
 
  You will see a far larger performance benefit from an upgrade to
  most any recent Alpha system and any recent OpenVMS Alpha version.
