Freeware V4.0 vs Freeware V5.0?

The Question is:

 
I noticed that DELIVER cannot be found on FREEWARE CD 5. Is this an oversight
 or has it been dropped for a reason?

The Answer is :

 
  OpenVMS Freeware V5.0 contains those packages that were newly updated
  or that were new submissions, and there was simply no room available to
  carry forward existing (and unmodified) Freeware V4.0 submissions.
