MicroVAX Bootstrap Failure?

The Question is:

 
Hello Wizard,
 
I have a MicroVAX II that will not boot.  It will go the the testing, then
 after I type
boot a the >>> prompt,  I see the number 2.. then it fails with ?4F SCBINT, XQAO.
 
I can not remember what this mean, since I haven't work on a MicroVAX II since
 1985.

The Answer is :

 
  It appears you do not have a bootable configuration.
 
  This problem could be a bad network controller -- either the DELQA
  or the DESQA would be required, and DEQNA not permitted -- or this
  could be a misconfigured Q-bus, or this could be a CPU module problem.
 
  A misconfigured Q-bus is common, and has been discussed before here
  in the Ask The Wizard.  Previous discussions include topics (1149)
  and (3232), as well as (407), (1149), and (1866).
