Different BACKUP commands, different results?

The Question is:

 
Why the different results with the following backup commands: (VMS 7.2 and 7.3)
 
example1:
backup a.bck/save disk:[newdir...]
 
This command creates all the directory/subdirectories and files from save set
 a.bck under the newdir.
 
example2:
backup a.bck/save/select=*.txt disk:[newdir...]
 
This command will NOT create the top level directories from from save set a.bck
 under newdir but it does create the rest of the subdirectory tree below that.

The Answer is :

 
  You have referenced the differing results from two different BACKUP
  commands, but you have unfortunately not referenced the particular
  results that you seek.
 
  You will want to determine if the saveset is an /IMAGE saveset, or a
  non-image (file-based) saveset, as the /IMAGE saveset contains the
  information necessary to restore the entire volume structure.
 
  The OpenVMS Wizard generally uses a specification of /SELECT=[x...]*.*
  when seeking to restore a directory tree, where x represents the top
  of the portion to be selectively restored.
 
  Both examples appear to be working as expected.
