Unstable IP Network?

The Question is:

 
I am having a problem with the network configuration on an OpenVMS
 cluster.Basically, I have been able to set up the cluster, and I have done all
 the scsi cabling sufficiently. The cluster consists of two Es40s, joined by
 scsi and by ethernet. It is desig
ned by custom solutions for Sema group, and it is supposed to run pre-paid
 billing software for our customer. Basically, when I try to ping one node from
 another, it times out intermittently. I sometimes get a 50% ping rate, but
 more often than not, it ti
mes out. Sometimes, I am able to telnet into the machine from a pc, and
 sometimes the telnet fails. In fact, I have been able to telnet from a machine
 once, and while I was still connected, I tried to telnet again, and I wasn't
 able to. The network cards
in use on the machines is a Compaq NC3123.

  This appears centrally related to details of the TCP/IP Services and to
  the network cabling, while the application, the clustering, and the SCSI
  configuration appear relatively unrelated.
 
  Collisions and/or excessive traffic, incorrect Ethernet termination,
  faulty cabling, problems with the network switch or the settings of the
  network switch or the controller (fast/slow/duplex/etc), or other
  hardware or network configuration problems would be the initial targets
  for the investigation.
