Hang during cluster satellite bootstrap?

The Question is:

 
I am rtrying to connect a satellite alpha 1000a system to a 8400 alpha cluster
 node. I have followed the Openvms documentation for this addition and have
 done the following;
Used Cluster_config to set the server node as a disk and boot server
Used LANCP for the download mop
set the sysgen paramenters as shown on the documentation
ensured the cluster group and password are identical
 I get past the OPenvms 7.2-1 message, join a cluster via the quorum, connect
 to the cluster , then have the message
"%cnxman, connection to system kermit"
 - Wherupon the thing just hangs.  I have checked all the usual niscs
 parameters and the alloclass etc to no avail. I have also enured the necessary
 licences have been added to the cluster.

  If you wish to use LANCP, you will want to use CLUSTER_CONFIG_LAN tool.
 
  The usual causes for hangs during the bootstrap -- at the point being
  described -- can involve incorrect settings of the allocation class
  on the host (disk server) and/or on the storage controller behind the
  disk server, overlapping device unit numbers within an allocation
  class, a missing connection to one or more cluster members, or a
  conflict with a SCSNODE and/or SCSSYSTEMID setting known to the cluster.
 
  Please contact the Compaq Customer Support Center, as more details of
  the configuration will be required.
