TCP/IP rsh NOPRIV privilege error?

The Question is:

 
I am using RSH to run a command on an NT server. If the VMS account has SYSPRV
 allocated to it the command can work, without SYSPRV it appears that a
 standard user account cannot use RSH at all. Is this correct and if o is there
 a way around this?
 


The Answer is :

 
  Please ensure that the rsh server and the rsh client have been configured
  and have been started appropriately.  (The usual cause of this error
  -- the INETERROR, INETCALL, NOPRIV bind-related error sequence -- is an
  rsh client that has not been configured and has not been started.)
 
  Enable and use OpenVMS security auditing to try to capture the cause
  of the NOPRIV error, should this NOPRIV error involve a device or a
  directory protection setting.
 
  Please move to the current TCP/IP Services release with the current ECO
  kit, as available.
 
  You can often enable and then use OpenVMS security auditing or OpenVMS
  security alarms to detect the particular cause of the NOPRIV error.
