Unspecified MONITOR network errors?

The Question is:

 
What communications facility does the Mon Clust use? I have recently rebooted
 the cluster and the Mon Clust command seems to be the only thing that does not
 work. When I invoke it from Node1 it does not see Node3, or Node2. When I
 invoke it from Node3, it
 does not see Node1, but does see Node2.
 

The Answer is :

 
  The MONITOR utility can be configured to use DECnet or IP transports.
 
  When posting a question to the Wizard, please remember to include the
  specific error text, if any.
 
  The VPM server -- this is the MONITOR server process -- will usually
  create a log file on the remote host, if the connection completes.
  Depending on the specific network or MONITOR error, the network
  connection might not arrive at the destination and there might not
  be a log file created.
 
  Please consider an upgrade to a more recent OpenVMS version.
 
  Please consider applying the available (mandatory) ECO kits for OpenVMS,
  for DECnet-Plus, and for TCP/IP Services.
 
  Please then contact the Compaq Customer Services Center for assistance
