LMF Licensing (NOAUTH) Errors?

when rebooting i am getting following error please clarify:

The Answer is :

 
  You have no valid OpenVMS VAX software license (PAK name VAX-VMS)
  for this system.  This could be an expired license, a missing
  license database, or (of course) a missing or expired license PAK.
 
  The attached DCL command is available on more recent OpenVMS VAX
  and OpenVMS Alpha releases, and provides additional details on the
  error.
 
  Please see the licensing manual and the system management manual
  in the OpenVMS documentation set for additional details on LMF.
 
  As it was then known, VAX/VMS V5.2 is one of the earliest releases
  with the LMF Licensing mechanisms.  You will want to upgrade this
  system to a slightly less antiquated release.

 NOAUTH,  'producer' 'product' use is not authorized on this node
 
  Facility:     LICENSE, License Management Utility
 
  Explanation:  You do not have an active license that authorizes use of the
                specified product or access mode on the current node.
 
  User Action:  See your system manager to find out if a license exists for
