Determining System Performance?

The Question is:

 
We have one Vax6500 with five processors and 256 mb memory.
 
These few days, the performance was going down.I have checked the system.The
 followings are some status: 18 users logon system,84 processes are in
 system,and the top process is NETACP(about 15% -25%).When I use moitor utility
 to monitor system,the cpu is
full busy (100% use)I don't understand if my backbone has more traffic,and my
 Vax system's performance is going down and clent complain the poor performance.
 
Can you give me some advise to check ,find and fix the performance problem?

  Please review the OpenVMS Performance Manual, as you will
  need to make a systematic determination of the problem.
  You will need to find out exactly what is consuming the
  performance of the (apparently primary) processor, and the
  techniques listed in the performance manual should help
  guide you to this.
