Is it possible for the MONITOR/CLUSTER to work using just TCPIP without
 configuring DECNET

The Answer is :

 
  Yes.
 
  Please see SYS$STARTUP:VPM$STARTUP.COM, and please also see the OpenVMS
  System Management documentation; see the section of the system manager's
  manual on "Using Remote Monitoring".
 
  There is an introductory manual on IP commands and capabilities present
  in the OpenVMS documentation set -- specifically in the OpenVMS manual
  set, and not the TCP/IP manual set -- entitled "TCP/IP Networking on
  OpenVMS Systems" (AA-QJGDC-TE) that may be of interest here, as well.
