TCP/IP NFS MOUNT and insufficient privileges?

The Question is:

 
I get an insufficient privilege violation when I try to nfs mount a remote
 filesystem. I am using UCX on both systems.
 
mount dnfs0: /host="elmo" /path="users"

The Answer is :

 
  Contact your system manager for assistance.
 
  If you are the system manager, then ensure you have the current
  OpenVMS VAX software and the current TCP/IP Services software
  (and current ECOs) as a start.
 
  Check the NFS server logs.
 
  Then please contact the customer support center.
