Sending IP (SMTP) Mail from OpenVMS?

The Question is:

 
How do I send a email to an internet email
address when using the Mail Utility Routines?
Passing a address some@email.com to the routines
via the MAIL$SEND_ADD_ADDRESS call generates an
error "%MAIL-E-USERSPEC, invalid user specification".
 

The Answer is :

 
  Your MAIL command is correct, thus it would appear you
  do not have an SMTP transport present.
 
  Install and configure TCP/IP Services, or your prefered
