Troubleshooting SCSI tape access?

The Question is:

 
We have three ALPHA systems(ES40) working in openvms cluster environment.We are
 facing a peculiar problem in with two tape drives(TZ89) which are connected
 through SCSI cards. Generally these drives are taking less than five minutes
 to perform backup/retr
iving data. But after about a 30-45 days, the drives are taking abnormal time
 to perform the activity. The problem is getting solved immediatly after a
 openvms shutdown/startup. Thereafter the cycle repeats after 30-45 days.
 
Since the problem is getting solved immediatly after openvms shutdown/startup,
 i would like know is there any openvms patch available in which this problem
 is addressed. I searched the patch tree, i couldn't find any such rememdial
 patch.
 
I shall be grateful, if some light is thrown on this. Awaiting your reply.

  Without specific knowledge of the cause of this error, the OpenVMS
  Wizard cannot provide you with information on the availability of
  an ECO for this problem -- if any.
 
  Please apply the mandatory ECO kits for the OpenVMS release in
  question and please consider upgrading to a supported OpenVMS
  release.  (To find the ECO kits, please see the pointers in
  the OpenVMS Frequently Asked Questions (FAQ).)
 
  Please force a system crash and thus cause OpenVMS to write a
  system dump upon the next occurance of this problem and then
  contact the support center directly.
