System Halts when Console Terminal Power-cycled?

The Question is:

 
We have a VAX that shuts down when the VT420 terminal looses power.  The system
 is on a UPS, but the terminal is not.  We had another system doing the same
 thing until a hardware technician was here on another call and he changed a
 setting on the VT340+ t
erminal.  It now stays up when the terminal looses power.  Can you tell me what
 the setting was or are there some options on the 340+ not available on the
 420?  OR Is there something on the system (or in VMS) that we might change to
 keep this from happeni
ng?

  discussion of the BREAK character handling on the console port.
  Specifically, search for the FAQ section presently entitled "Why
  does my system halt when I power-cycle the console terminal?".
