ECP Data Collector? (Performance Tools?)

The Question is:

 
I have heard about "The Data Collector" (TDC) which "replaces" the Polycenter
 (ex DECps) data collector.  How do I get a copy?  Is it free?  What is the
 part no.? (etc.)
 
(I assume it's different to the ECP data collector?)
