Anonymous FTP Login Rejected?

The Question is:

 
I have configured anonymous ftp through  tcpip$config
When I try to access the node with the ftp service running and enter a username
 of anonymous I get the expected "Guest Login OK send ident as password"
What I didn't expect was a "530 Login incorrect.
%TCPIP-E-FTP_LOGREJ, login request rejected"
when I enter anything into the password field.
I have looked at the tcpip services docs and don't see this behaviour
 hi-lighted in any of the troubleshooting sections?
The anonymous user and directory structure were created by the tcpip$config
 script.
 
 


The Answer is :

 
  Please contact the support center, as details of the version and ECO,
  as well as background on the system and (if any) cluster configuration
  will be required.  You will also want to look within the associated
  logfile:
 
    TCPIP$FTP_ANONYMOUS.LOG
    UCX$FTP_ANONYMOUS.LOG
 
  The second filename is not applicable here, as you are clearly
  using a TCP/IP Services baselevel of V5.0 or later.  The second
  name is specific to releases prior to V5.0.
 
  Also check logfile and directory protections and related around
  the anonymous directory.
 
  OpenVMS security auditing may also be able to provide feedback.
