The Answer is :

Note: The OpenVMS Wizard is not an expert at Linux NFS client errors.

This could be the network configuration, the network routing, the Linux
NFS client, or the load on the OpenVMS NFS Server host -- please contact
the support center for assistance with diagnosing this error, as
additional detail and potentially network traces will be required, and
please look for information related to the Linux NFS client.

Please check both NFSv3 and NFSv2 connections, checking the TCP/IP
Services release in use for its support of NFSv2 or NFSv3. The
version you report using does not support NFSv3, so you will want
to specifically test a request for an NFSv2-based connection -- or
consider an upgrade to OpenVMS and TCP/IP Services, as TCP/IP Services
V5.1 and later have support for NFS Server NFSv3 connections.

Please minimally consider an upgrade to more current versions of TCP/IP
Services, with the current ECO for the OpenVMS release.
