The Question is:

Is there a manual that defines the errors at boot for a VAX 3100 model 98. I am
getting an error and a screen dump of messages at the countdown number 19.

The Answer is :

Please contact your hardware support organization for assistance with
hardware-level errors, such as the motherboard-level network hardware
failure reported by test 5F (Test_Subtest_5F_02) and the time of year
clock failure reported by test 53 (Test_Subtest_53_09). The typical
FRU for both 5F and for 53 failures is the system motherboard.

For pointers to the available hardware documentation, please see the
OpenVMS FAQ, and particularly the hardware documentation pointers and
(if you wish to perform self-maintenance of your systems) the Assisted
Services program for access to diagnostics and service manuals.

Again, please contact your hardware service organization for console
  errors and hardware-level errors.
