Tools for Graphics Interchange Format (GIF) Files?

The Question is:

Is it possible to convert Windows GIF files for use on OpenVMS?

The Answer is :

The OpenVMS Wizard is unfamiliar with a _Windows GIF_ file format.

If this is a CompuServe Graphics Interchange Format (GIF) file,
then the available OpenVMS web browsers (eg: Mozilla) and various
of the imaging-related tools and Freeware (eg: xv, ImageMagick) can
display the image contained within. No conversions are required.

If you have Mozilla installed, specify the URL file:///spec.gif.

If you wish to convert a GIF file to another graphics file format,
available tools such as xv and ImageMagick can be used.

If you had intended a different question, please realize that
one- or two-line questions are exceedingly and surprisingly
difficult for the OpenVMS Wizard to answer -- such questions
can easily be (and entirely unintentionally) ambiguous.
Background information can often help eliminate ambgiguities,
and can allow the OpenVMS Wizard to answer the question intended.
