Clean Disk DISMOUNT on SHUTDOWN?

The Question is:

 
I have several workstations in a VMS cluster. Cluster-wide data are on a
 shadowed disk. When I shut down a workstation, this disk is not dismounted,
 causing a shadow merge sequence on reboot. There is the file RIGHTSLIST.DAT
 open, used by SECURITY_SERVER
and by DECW$SERVER_0. Is there a way to dismount this disk cleanly?
