Network Datalink Errors and Telnet?

The Question is:

 
OpenVMS V7.3 Alpha server, model 1000 4/233 512MB RAM, with DEFPA-DB network
 interface and TCP/IP V5.1-15 often stops accepting telnet connections. Users
 already connected are OK, system is not hung or busy, but all new users get
 Username prompt and rows
of "y" charcters are displayed. There are no interface errors or collisions,
 number of telnet sessions does not reach the limit either. Restarting TCP/IP
 stack does not help, server has to be rebooted. This error is recorded in
 errorlog upon reboot: DEVIC
E ATTENTION AlphaServer 1000 4/233 NI-SCS SUB-SYSTEM, ALPHA2$PEA0:
       FATAL ERROR DETECTED BY DATALINK

The Answer is :

 
  Please consider upgrades to supported product releases (as of this
  writing, OpenVMS Alpha V7.3-2 and TCP/IP Services V5.4 would be
  examples) and please seriously consider applying the available ECO
  kits for the versions of OpenVMS and TCP/IP Services in use.
