The Answer is :

 
  Effective May 1, 2004, Web Case Management (WCM) and the Web Information
  and Support (WIS) tool have been replaced by the Support Case Manager
  (SCM).  The SCM Professional online tool is accessable via the Business
  Support Center (BSC) website, at:
 
    http://www.hp.com/go/bsc
 
  In addition, the ITRC support resources and forums are available at:
 
    http://www.itrc.hp.com/
 
  Obviously, direct contact with your regional customer support center
