The Question is:

Can you please tell me if VMS can run a windows application on a windows 2000
PC platform via a VMS system call or DCL command. I am running V7.3.2 on a
Alpha and would like to trigger an MS excel spreadsheet application to run on
a PC. The PC is on an IP
LAN with the Alpha. I am not running any form of pathworks.

Thank you!

The Answer is :

Please contact a Microsoft Windows Wizard for assistance with the
remote control of a Microsoft Windows client system.

Various Windows server systems do offer capabilities around using
a Windows system as a server (as is apparently the goal), but the
Windows clients tend to lack these same capabilities.

OpenVMS offers rsh, rexec and other common approaches for issuing
commands on remote systems, and could certainly trigger a CGI on a
remote system running a web server using Lynx or other tool; via
  http.

OpenVMS can certainly be configured to invoke OpenOffice on a Linux
or UNIX system, using common protocols, as well.
