and exits debugger

The Answer is :

Various matters related to ANALYZE/PROCESS_DUMP and to its ability to
recognize and to process dump files from various configurations have
been addressed in more current OpenVMS releases; in OpenVMS V7.3 and
later releases. The environment was overhauled, from the OpenVMS
code that writes the dump file to the code that reloads the process
  environment for the debugger.

The customer support center may well be able to provide you with an
ADB kit, should you be unable to upgrade to a more current (and
preferably to a supported) OpenVMS release.
