Thanks to alan_at_nabeth, Warren Sturm, Tom Blinn, Elizabeth Harvey and
Prithwish Chatterjee for responding.  I tried two methods, both of which
worked.  I copied the bin directory from the installation media cdrom and I
did an install on a spare disk and copied the bin directory over to the
fractured disk after mounting it.  One caveat, su came up without the setuid
bit set, so I could su to other users from root, but not to root from users
in the system group.  After I set the bit, of course, it worked.  I don't
know if there are any other gotchas in store, but I am going to restore from
a backup as soon as I get my new tape drive, for now it is functional.
