quick response.
In Jans reply he pointed me into the direction of it being the hotswapd
 daemon not responding.  So what I did was, that I looked to see if the 
hotswapd was running on the system which it wasn't so, I then checked 
the /etc/inittab file and then found that it was not listed in 
the /etc/inittab but it was in my other 5.1a machines so I added the nessary 
entries in to the inittab and then typed init q and now all is well.
The /etc/inittab entry that was missing 
hsd:Ss:sysinit:/sbin/hotswapd < /dev/console > /dev/console 2>&1
